It takes skill. I could say how you would need to get better at the game overall, but since you made it that far in what I'm assuming is 2 player co-op, I can give you some pointers.
Spread Shot and Round-A-Bout are probably the best weapons for this fight, with Round-A-Bout being used mostly in the first phase, while the Spread Shot easily beating the boss in the second phase.
Smoke Dash should be the easier charm for this battle, but near the end if your parrying skills are garbage, then use the P. Sugar. Ultimates should either be 1 or 2 depending how well you play, 3 is garbage. Don't use Ultimate 1 while in the first phase beause the Devil is hard to hit, it's easier if you use it in the second phase.
